that means at least an extra two days in space for those astronauts, butch wilmore and suni williams, whose initial ten-day trip has now lasted more than nine months. >> well, to give you an idea just how long they've been up there, they first launched back on june 6th. this was more than a month before the paris olympics, five months before the presidential election. a lot has changed over the last 280 days. nbc's tom costello has been covering it from the beginning and joins us now from the kennedy space center. i guess what's another couple of nights when you've been stuck up there nine months, but, man, that has to be disappointing for them. >> reporter: yeah, a real disappointment, i think, for suni and butch. it doesn't matter they've been there nine months. crew ten is now waiting. they need to understand the problem. it is not t with theocket itself. it's with a hydrolic issue on the clamp arm that holds the rocket to the ground, to the ground structure.

until they fix that issue, butch and suni's relief team cannot go to the station and butch and suni remain up there. under perfect florida weather mission control said crew 10 had a 95% chance of launching as three astronauts and one cosmonaut strapped into their spacex dragon capsule. but then at t-minus 43 minutes, bad news. >> at this time we are standing down from today to further address hydraulic release data. >> reporter: mission control announced it was scrubbing the launch due to a problem with the hydraulic line on a clamp arm that holds the rocket to the tower. >> this is a ground issue. everything was fine with the rocket and the spacecraft itself. >> reporter: but it means another delay for butch wilmore and suni williams whose ten-day mission to the space station last june has now lasted nine plus months. they're still up there waiting. once on station crew 10 will relieve butch and suni's crew

their capsule and returned to their quarters waiting for word. >> sorry about the unfortunate result today but we'll get you back up there soon. >> tom, let's talk about soon. again, they're saying 7:03 tomorrow. do we know when butch and suni are expected to actually land back here on the third rock from the sun? >> reporter: so the best case scenario on the timeline, they takeoff -- they liftoff, i should say, friday night. they get to the station early saturday morning. and that would allow a handover from crew 10 -- crew 9 to crew 10. th butch and suni and the rest of crew nine can come home. at this moment, that would mean that butch and suni would splash down probably on wednesday, probably in the gulf of mexico, gulf of america, or the atlantic. that's yet to be determined. nasa is still working on that. the bottom line is this is still very much evolving minute by minute. >> tom costello for us. fingers crossed. thank you. also this morning, the

global trade war ratcheting up. president trump vowing a swift response to new retaliation from the european union and canada against his latest tariffs and while that may well raise consumer prices even higher, there are signs that overall inflation may be slowing. i want to turn to nbc senior business correspondent christine romans all over these tariffs. good morning to you. >> good morning to both of you. that inflation report is welcome news to investors dealing with big losses over the last couple of weeks, but it's not clear if that will remain the case with the tariffs set to raise costs on a range of products and even more tariffs expected in the near future. we've been talking about canada, mexico and china, but now the european union retaliating against the president's border taxes. >> reporter: president trump's escalating trade war evolving into an international tit for tat with the european union now hitting back over the president's new levy on all foreign aluminum and steel, announcing retaliatory tariffs on american products worth billions of dollars.

president putin doesn't look like a man ready for a truce, and he doesn't sound like one either. dressed in fatigues visiting his forces in kursk. the russian province. putin said his main priority is to defeat the enemy in the shortest time possible. he says russia may also need a security zone along its border. russian troops have made rapid advances in kursk, the only part of russia partially occupied by ukrainian forces. after president trump cut off the flow of american intelligence to ukraine. kyiv depends on u.s. intelligence for targeting and defense. at the white house president trump says a team is heading to moscow and expressed confidence that russia will join the peace plan, agreed to by ukraine's president zelenskyy. >> i can do things financially that would be very bad for russia. i don't want to do that because i want to get peace. i want to see peace. >> reporter: but does putin? many ukrainian officials

expressed skepticism putin will accept an immediate truce while his forces are advancing and believe he will likely seek preconditions and incentives. ukrainian forces are still fighting as well keeping up the pressure on russia. this soldier is scanning the sky for russian drones even with all this talk of a ceasefire, soldiers out here say they're seeing no letup in russian attacks. they say it's time to give peace a chance. are ukrainian troops ready for a ceasefire? "yes, we are ready," says a former cook who is wife and daughter are refugees abroad. everyone is waiting to see if putin will also agree. what do you expect? really warm temperatures, but out west it's a different story. we actually have a flash flood warning in effect including the los angeles area and flash flood watches across central and southern california. this is all the rain that's making it onshore. when you see the dark reds and purples, that's the really heavy rain. it's a lot of rain in a short period of time. and the ground just can't absorb it fast enough. that's why we could see the flooding. we also have those burn scar areas that could lead to some mud slides, too. it's just not a great situation. they need the rain, but not this much that quickly. it will be nice if it was a little slower process. but it is what it is. we also have a lot of record high temperatures in the forecast. we have a huge ridge in the jet stream, northern highs, southern highs. we are going to see them up to 78 in omaha. wichita, 79. dallas close to 90 for a high temperature, 25 to 30 degrees above average. chicago tomorrow mid-70s. kansas city, upper 70s. st. louis, 83. a little cooler in the northeast than it has been lately, but it's going to get back into the 60s in new york by sunday. it does come with some rain, though. that's a look at the weather

her disappearance has since sparked a massivive search involving multiple countries. it's now been more than a week since a surveillance camera captured some of the last known images of college student sudiksha konanki in the dominican republic. and now sources familiar with the investigation tell nbc news that video also shows the young man, being called a person of interest. the sheriff's office in loudoun county, virginia, where konanki is from, says a 22-year-old man is being considered a person of interest because he was the last person seen with konanki before she vanished from this punta cana beach. the spokesperson stressing it's not the same thing as a suspect, as this is not a criminal matter. it is still a missing person case. the sheriff's office, which has no jurisdiction in the case, says it sent detectives to punta cana to support the fbi. republic authorities have not said if they're a person of intere in their investigation. the country's national police telling us the massive search effort involving more than 300 people, has included a focus on the waters overnight, movement where a body would drift if someone drowned. in january, at a beach near konanki's last known location, a authorities say a group of tourists were swept away by rough seas. four did not survive. konanki's mysterious disappearance not keeping spring break crowds away, but some young visitors here reflecting on the situation. >> it makes you think twice about how safe the dominican republic really is and specifically this resort. >> reporter: in a previous statement, ri-u hotel said they were deeply concerned about the disappearance of one of their guests and were working with authorities including the police and navy to conduct a thorough search. now a week into this mysterious disappearance of a u.s. college student investigators still

searching for answers. we just heard back from the dominican republic's national police. they tell us that they do not use the term, person of interest, in their investigations and the police here also tell us at this time no one is being considered a suspect. guys? >> okay. jesse kirsch there with some new developments in the case. jesse, thank you. i want to turn to nbc news analyst and former fbi agent clint watts. good morning to you. this is important to you. this is someone they want to talk to. dominican officials are not calling this person a person of interest. they say there's no suspect, but potentially a witness and somebody investigators should talk to. >> yeah. when you don't know exactly what happened and you don't have any evidence of an actual death, why eliminate any investigative possibilities? i'm sure when you look at u.s. law enforcement, fbi and overs that are trying to work with the dominican republic, you stay as wide as possible until the evidence takes you down paths that eliminate over paths. i'm sure that's what they're

focused on now. >> there were four tourists who apparently drowned not far from here a few months ago. when conducting an investigation like this, how do investigators go about narrowing down the focus or narrowing their focus? >> yeah. two things really with this. one, it's the time line. they do have a time line in this case. they know what it is. they've seen surveillance video of these students who were essentially going to the beach. that time line then narrows, and you are spanning for witnesses. what we see from the news, well, that's just one surveillance camera, but beaches are very porous places where many people transit back and forth, lots of spring break visitors down there. you want to go as wide as you can with the canvass. the most important is identify is she still alive or dead, and if she has passed, the body will provide a lot of evidence, physical evidence, in terms of what the outcome might have been. >> it's been a week, though. are you surprised that either she hasn't turned up and said, oh, i was over here, or they haven't found any evidence of her remains, if that's the case? >> i think some things to

with the very latest. tom, this is a saga you've been on for a long time now. >> reporter: yeah. i could use a nap after all of this. the bottom line here, this is a crew 10, a nasa mission. four astronauts onboard, three astronauts and one cosmonaut, and they were ready to go last night. they were on the pad in their falcon 9 rocket with their dragon capsule. they were strapped in, expected to l launch at:48 p.m. and then, at about 7:05 p.m., mission control said they had to scrub the whole thing. and here is why. they have a problem with the hydraulic issue specifically on the clamp arm that holds that rocket into position on the ground structure, right? it's not a problem with the rocket itself. it's rather with the arm and the hydraulic issue on that arm. they have to dissect this issue, figure it out. and once they do, they're going to try, at least at the moment, they're going to try to launch again tomorrow night -- not tonight -- and so, hopefully, these astronauts will be on station early saturday morning. meanwhile, butch and suni, who

about the car that you drive every day and if you're taking that on a very long trip, check your tires, check your fluids, check your wipers. it's probably going to rain. at some point. just make sure that everything is good to go so that you don't have any issues. you don't want to be broken down on the side of the road. >> okay. never assume you'll have cell coverage everywhere. okay, but what can you do about that? >> correct. the best thing can you do is check your carrier's maps. every single carrier you can go online, you can check the coverage map. make sure there's not a big hole in the map of the area you plan on traveling through, and if there is, check with another carrier. an interesting thing is a lot of carriers actually will have coverage where maybe another one doesn't. so having some sort of a backup or something like that with a different carrier, two carriers, are better than one. >> okay. never just wing it. have a plan on the road. >> correct. >> what about i'm getting in the car and roll down the windows and -- >> i know, the spontaneity is great, and you want spontaneity, but you don't want to assume when you get to where you're

going you'll be able to find a hotel, walk in and there will be a room for the night. you want to make sure you kind of have a plan before you go, you have some reservations made. especially national and state parks are starting to require reservations. if you just show up, you might not get in, so you need to have a plan. >> you say never assume there will be a gas station. guilty as charged. i'm like, of course there's going to be a gas station. >> yes. some of us are more risk averse in this area than others with the fuel gauge, but we have seen our fair share in our miles of driving of people walking on the side of the road with a gas can in their hands, so don't let that happen to you.. know your car. a lot of people when you get to know your car, you know roughly what you really can do as far as where that gas gauge is telling you and how many miles you have to go, so best rule of thumb you get down to a quarter tank, fill up. >> don't pass up the offbeat attractions. there's some funky stuff out there in this great country of ours. >> some really funky stuff from the giant metal chicken to the world's largest rocking chair, but those can actually be really fun photo-ops, the things that

and then the compression helps you save some space. also, if you're traveling through the airport and you get waved on by security and they start taking everything out, you can easily pack it back in and save yourself some time. >> that's a great tip. how about never leave without a foldable duffel bag. why? >> foldable duffle bags are especially if you like to get snack or souvenirs from wherever you're traveling to. usually what people do, they have a really large luggage and then they have a smaller luggage inside that takes a lot of space and a lot of weight. with the foldable duffel bag it's small, it's compact and you can put your dirty laundry and more delicate souvenirs in the luggage you brought. >> never travel without cash. why? >> cash is good. i love digital payments, but when you are in another country or just in the united states, sometimes your card may not be working so it's always good to have cash with you and then if you are traveling internationally i would recommend bringing some cash with you as well as local currency. >> have a little bit of both. we can combine the last two, it's good to travel with snacks and then also with a change of
